A Resolution of the City Commission accepting the recommendation of the Chief Procurement Officer to extend the pre-qualified pool of Professional Tennis Instructors previously awarded for Professional Tennis Services, Request to Qualify (RTQ) 2020-010, pursuant to section 2-764 of the City’s Procurement Code entitled “Approval of Change Orders and Contract Modifications”. Further authorizing the ability to award contracts, and to add qualified tennis and pickleball instructors to the pre-qualified pool when deemed in the City’s best interest without further City Commission action.

The purpose of the RTQ is to retain the services of qualified Professional Tennis Instructors for the purpose of providing professional tennis services to the City.
On December 8, 2020, the City Commission adopted Resolution No. 2020-259 authorizing the Chief Procurement Officer to award a pre-qualified pool of professional tennis instructors, Request to Qualify (RTQ) 2020-010 for Professional Tennis Services.
The purpose of this contract is to provide a pre-qualified pool of instructors for tennis instructor services. A total of thirty-three (33) instructors to date have qualified under this pre-qualified pool of instructors.
The established pre-qualified pool may be amended as necessary to add additional qualified instructors.
On February 7, 2023, the RTQ was amended to include pickleball instructors as an additional service.
It is recommended that all professional instructors (tennis and pickleball) pre-qualified via RTQ 2020-010 be grandfathered into the extended term of the contract and the replacement contract upon award.
Section 2-585 of the Procurement Code, entitled “Authority” authorizes the City Manager to delegate authority to the Chief Procurement Officer to administer and make recommendations on contract awards.
