Title

A Resolution accepting the recommendation of the Chief Procurement Officer to waive the competitive process of the Procurement Code and engage Ferguson, Glasgow, Schuster, Soto, Inc. for Architectural and Engineering services, pursuant to Section 2-501(d) of the City’s Procurement Code.

Body

In 2018, Ferguson Glasgow, Schuster, Soto, Inc. (FGSS) was engaged to serve as the Design Criteria Professional for the new Parking Garage 7 Design Build Project for a fee of $167,000. The scope of work included Programming, Schematic Design plans and Design Development plans that would be issued for the Design-Build project.  The RFP for the project was released in September 2019 and subsequently awarded in May 2020.  After the award was approved and negotiations began it was determined not to be in the City’s best interest to pursue the project as originally released (Design-Build) but re-issued as a pure Construction project (excluding any design component). 

 

In consideration of the project moving in a different direction and in the best interest of the City, FGSS was re-engaged to provide a proposal ($649,921) for the completion of the Construction Documents which includes Permitting and Bidding services, Construction Administration Services, and Interior Design Services for the ground floor City offices. The fee includes a credit in the amount of $120,000 for the Schematic Design, and Design Development plans previously completed as part of their original proposal. 

 

The fee negotiated by the project manager for the revised project is calculated at 5.66% which is the lowest recommended fee percentage shown on the Department of Management Services fee calculator chart for this type of building.

 

The Public Works Department recommends approval of this request.
