Title

A Resolution of the City of Coral Gables, Florida electing to use the uniform method of collecting non-ad valorem special assessments levied within the incorporated area of the City; stating a need for such levy; providing for the mailing of this Resolution; and providing for an effective date. (This public hearing is a necessary step to utilize the November 2017 Miami-Dade County Tax Bill to collect assessments imposed on the Miracle Mile and Giralda Avenue Streetscape Improvement Projects).

Body

On August 26, 2014, the City Commission adopted Resolutions 2014-169 and 2014-171, the Final Assessment Resolutions for the Miracle Mile Improvement Project and Giralda Avenue Improvement Project, which imposed assessments within the Miracle Mile Assessment Area and Giralda Avenue Assessment Area with collection to begin in November 2016. The City Commission later adopted Resolution No. 2015-205 to delay the date for initiation of collection to the November 2017 tax bill due to delays with the City’s financing and construction schedule.

In order to utilize the November 2017 tax bill for collection of the assessments for the Miracle Mile and Giralda Avenue Improvement Projects, Section 197.3632, Florida Statutes, requires that the City hold a public hearing and adopt a resolution of intent to use the uniform method of collection prior to January 1, 2017. The adoption of this resolution preserves the City’s ability to use the tax bill collection method for these non-ad valorem assessments, but does not require the City to use this method.
