Title
A Resolution of the City Commission accepting the recommendation of the Chief Procurement Officer to award the Maintenance Facility Improvements Project to ConstructionX, LLC, the lowest responsive and responsible bidder in the estimated amount of $172,940.00 and not to exceed budgeted funds, pursuant to Section 2-763 of the Procurement Code entitled “Contract Award” and Invitation for Bid (IFB) 2026-024.

The purpose of this Invitation for Bids is to establish a contract with a successful bidder for the Improvements to the Maintenance Facility located at 2800 SW 72 AVE, Miami, Florida 33155.

On June 23, 2026, the Procurement Division of Finance formally advertised, issued and distributed IFB 2026-024 Maintenance Facility Improvements. One hundred and sixty-four (164) prospective bidders were notified through INFOR, the City’s web-based e-procurement system.

On July 31, 2026, ten (10) firms submitted bids in response to the IFB: ConstructionX, LLC, Gavarrete, Inc., Master Builders Development Group, Inc., Miliani Construction Corp., PF Management & Construction, LLC, Tadeos Engineering, LLC, Team Contracting, Inc., Tower Contracting Corp., Waypoint Contracting, Inc., and West Construction, Inc.

The responses were reviewed by the Procurement Division in order to determine responsiveness to the requirements of the IFB. The Procurement Division finalized its’ due diligence process and confirmed that ConstructionX, LLC, is both responsive to the requirements of the IFB and a responsible firm.

The Public Works Department concurs with the Chief Procurement Officer’s recommendation to award ConstructionX, LLC, in a total estimated amount of $172,940.00 or in an amount not to exceed the available budget.

Section 2-585 of the Procurement Code, entitled “Authority” authorizes the City Manager to delegate authority to the Chief Procurement Officer to Administer and make recommendations on contract awards.
