Resolution authorizing the execution of a Memorandum of Understanding between the City of Coral Gables and Miami-Dade County stipulating the enforcement of the County-Wide Ordinance pertaining to multi-family and commercial recycling within the City of Coral Gables, Florida. 

Body

Miami-Dade County Code requires that all Multi-Family and Commercial establishments in the County have recycling programs.  Miami-Dade County is requesting that we verify in writing if we want to enforce the County’s multi-family and commercial recycling regulations within the City or if we wish to permit the County to do this.  This resolution authorizes the execution of a memorandum of understanding agreeing to allow Miami-Dade County to enforce provisions of the County code, related to the requirement of recycling programs.

 

Multifamily recycling in the City is franchised to Waste Management as is permitted by law and franchise fee revenue is already received from this source as Waste Management customers are automatically charged for the service on a per unit basis.  However, unlike commercial garbage and trash collection, the franchising of commercial recycling is prohibited by State Statute.  Therefore, property owners are able to contract freely with any vendor and the City does not receive any revenue from those activities except for that from business license fees.
