Title
A Resolution accepting the recommendation of the Chief Procurement Officer to award the Cocoplum Stormwater Improvements Phase I contract to V Engineering & Consulting Corp., in the amount of $809,555 pursuant to Invitation For Bids (IFB) 2015.11.17, and Section 2-828 of the Procurement Code entitled “Contract Award”; and authorizing an amendment to the Fiscal Year 2015-2016 annual budget to recognize as revenue a $272,555 transfer from the Storm Water Fund Balance, and to appropriate such funds to put toward the cost of the project.

The Cocoplum Stormwater Improvements Phase I project consists of furnishing all labor, materials, equipment, services and incidentals for the installation of approximately 3,300 linear feet of French drain including, but not limited to all piping, fittings, manholes, catch basins, frames, covers, grates, and appurtenances necessary for this new stormwater system to be installed in the Cocoplum section of Coral Gables, along Los Pinos Boulevard, Los Pinos Place, and Los Pinos Circle.
On November 17, 2015, the Procurement Division of Finance formally advertised, issued, and distributed the Cocoplum Stormwater Improvements Phase I, IFB 2015.11.17. On December 1, 2015 a non-mandatory pre-bid conference was held with ten (10) prospective bidders in attendance of the twenty three (23) prospective bidders who obtained the IFB package from the Procurement Division. On January 5, 2016, eleven (11) bids were received in response to the Cocoplum Stormwater Improvements Phase I, IFB 2015.11.17 from: JVA Engineering Contractor, Inc., V Engineering & Consulting Corp., Maggolc, Inc., C&I Construction and Design, Inc., Florida Construction & Engineering, Inc., Caribe Utilities of Florida, Inc., DBF Construction LLC, American Pipeline Construction LLC, Southeastern Engineering Contractors, Inc., GPE Engineering & General Contractor Corp. and Metro Express, Inc.
