An Ordinance of the City Commission of Coral Gables, Florida, amending Chapter 74 of the City of Coral Gables Code to make the act of obstructing lanes of traffic in commercial and mixed-used zones a code enforcement violation with prescribed penalties; providing for repealer provision, severability clause, codification, and providing for an effective date.

It has come to the City Commission’s attention that vehicles, particularly commercial vehicles loading and unloading in the commercial and mixed-used zones of the City, often obstruct lanes of traffic when they park or stop to load and unload items. The obstruction of lanes of traffic creates traffic congestion and dangerous road conditions for drivers and pedestrians.
The proposed ordinance seeks to reduce the traffic and safety impact the parking and loading and unloading of vehicles in traffic lanes has on the City and its residents by making such conduct unlawful in the commercial and mixed-use zones of the City.
The following changes have been proposed between first and second reading:
(1) Clarifying that police officers or anyone designated as a code enforcement officer for purposes of this ordinance may issue a citation for a violation of the ordinance;
(2) Expanding the list of exemptions to include other government vehicles, transportation services for the elderly, waste services vehicles, and medical services providers.
No other significant changes have been made.
