A Resolution of the City Commission accepting the recommendation to waive the competitive Bid Process of the Procurement Code and Contract with John Bell Construction for the Coral Gables Country Club pool repairs and renovation project, located at 997 N. Greenway Drive, in an estimated amount of $1,591,988 or not to exceed the available budget, pursuant to Section 2-691 of the Procurement Code, titled "Special Procurement/Bid Waiver".

Construction bids were informally solicited from three (3) general contractors. Of the contractors contacted, John Bell Construction was the only firm to submit a proposal. City staff met with John Bell Construction to review the proposal and confirmed that it complies with the project drawings and specifications. In addition, staff conducted an internal review of the cost breakdown and determined that the proposed pricing is reasonable and within the project's budget parameters.
Various components of the pool deck, pool equipment room, and related areas require structural repairs and the installation of new finishes. To achieve the targeted reopening of the pool facility in May 2027, construction activities must commence no later than October 2026.
Accordingly, it is in the city’s best interest to engage John Bell Construction to perform the required repairs, allowing the facility to reopen within the established timeline.
Pursuant to Section 2-691 of the Procurement Code, titled “Special Procurement/Bid Waiver,” the Commission is authorizing a bid waiver to engage John Bell Construction for the proposed improvements at a cost not to exceed $1,591,988 or in an amount not to exceed the available budget.
Fiscal Impact
Expediting the award process to John Bell Construction will enable the city to complete the repairs and renovations that will allow the facility to reopen within the established timeline; avoiding delays, and increased costs due to escalation/inflation.
