The Coral Gables Community Recreation Department is requesting that the City Commission waive the formal procurement process and authorize the award of a 5-year term contract to Joy By, LLC for holiday décor and related services for Holiday Park.

 

Joy By, LLC has demonstrated the experience, capability, and specialized expertise necessary to provide the holiday installation and related enhancements envisioned for Holiday Park. Staff have determined that awarding the contract directly to Joy By, LLC is in the best interest of the City due to the company’s familiarity with the project scope, ability to meet the required timeline, and proven performance with similar holiday installations and activations.

 

The holiday park installation is intended to enhance the seasonal experience for residents and visitors, increase community engagement, and support holiday programming and visitation within Holiday Park. Due to the time-sensitive nature of seasonal holiday preparation, staff is requesting that the procurement process be waived to allow the project to proceed in a timely and efficient manner.

 

Section 2-691, Special Procurement/Bid Waiver, of the Procurement Code authorizes the Chief Procurement Officer to initiate a bid waiver when an unusual or unique situation exists that makes the application of competitive sealed bidding or proposal requirements contrary to the public interest.
