Resolution accepting the recommendation of the Chief Procurement Officer to award the Segovia Street and Biltmore Way Roundabout Project to Solution Construction, Inc. pursuant to Section 2-828 of the Procurement Code, Invitation For Bid (IFB) 2009.05.08 and the Community Small Business Enterprise (CSBE) Twenty Percent (20%) Subcontractor Goal, in the amount of $310,309.00 (Three Hundred Ten Thousand Three Hundred Nine Dollars).
History
The Segovia Street and Biltmore Way Roundabout Project is part of a joint participation agreement between the City of Coral Gables and Miami-Dade County Small Business Development Office, which requires that the contractor selected for this project will meet the Community Small Business Enterprise (CSBE) Twenty Percent (20%) Subcontractor Goal. This set-aside project for small businesses in Miami-Dade County is entirely funded through County Impact Fees. The Segovia Street and Biltmore Way Roundabout project involves the construction of one (1) roundabout at the intersection of Segovia Street and Biltmore Way to slow traffic.
On June 5, 2009, the Procurement Division of Finance formally advertised, issued and distributed the Segovia Street and Biltmore Way Roundabout Invitation to Bid (IFB) 2009.05.08. On June 12, 2009, a non-mandatory pre-bid conference was held and six (6) prospective bidders attended with a total of twenty (20) prospective bidders downloading the bid document or picked up the document from the Procurement Division of Finance.
On June 25, 2009, five (5) bid responses were submitted by: Solution Construction, Inc., Florida Engineering and Development, Wrangler Construction, Inc., JVA Engineering, and Williams Paving, Inc. and of those that responded one (1) bid was deemed non-responsive by Miami-Dade County Public Works Department who reviewed the bids on behalf of Miami-Dade County Small Business Development Office.
