Title
Resolution accepting the recommendation of the Chief Procurement Officer to award William Riehl Investigations Inc., the contract for Background Investigation Services at a rate of $60.00 per hour, not to exceed $60,000.00 (sixty thousand dollars) annually, pursuant to IFB 2010.07.02 and Section 2-828 of the Procurement Code for an initial three (3) year term with two (2) additional one (1) year renewal options.

...Brief History
The purpose of this contract is to hire a licensed investigator to conduct Police Department background investigation services for the selection and hiring of new police officers.
On August 5, 2010 the Procurement Division of the Finance Department formally advertised the IFB.   Twenty seven (27) companies downloaded from the Procurement website or picked up the bid package from the Procurement Division of Finance office.  On Thursday, July 29, 2010 four (4) companies submitted bids as follows: Investigative Analysis LLC, William Riehl Investigations, Inc., Global Investigations Inc d/b/a Global Eye and Jurney & Associates.  One (1) company Inquesta Corporation submitted no bid.

Of the four (4) bids submitted two (2) bidders were determined to be not qualified, Investigative Analysis LLC and Jurney & Associates, because they did not meet the three (3) year police enforcement background investigation requirement.   Of the remaining two (2) bids, William Riehl Investigation submitted the lowest responsive responsible bid pursuant with their bid of $60.00 per hour not to exceed $60,000.00 (sixty thousand dollars).  The proposed contract with William Riehl Investigations, Inc., will have an initial term of three (3) years with two (2) additional one (1) year renewal options.
