A Resolution of the City Commission accepting the recommendation of the Chief Procurement Officer to award the Biltmore Way Streetscape Improvement Project to HG Construction Development & Investment, Inc., the lowest responsive and responsible bidder in the estimated amount of $1,119,214.41 and not to exceed budgeted funds, pursuant to Section 2-763 of the Procurement Code entitled “Contract Award” and Invitation for Bids (IFB) 2026-017.

The purpose of this Invitation for Bids is to establish a contract with a successful bidder for the for the redevelopment of the public right-of-way along Biltmore Way, encompassing both the north and south sides of the corridor.
On May 12, 2026, the Procurement Division of Finance formally advertised, issued and distributed IFB 2026-017 Streetscape Improvement Project. One hundred nineteen (119) prospective bidders were notified through INFOR, the City’s web-based e-procurement system.
On June 25, 2026, three (3) firms responded to the IFB, including one (1) no-bid response: Coreland Construction Corp., Gavarrete, Inc., and HG Construction Development & Investment, Inc.
The responses were reviewed by the Procurement Division in order to determine responsiveness
to the requirements of the IFB. Once this step was completed, the Public Works Department conducted an evaluation of the lowest response. The Procurement Division finalized its’ due diligence process and confirmed that HG Construction Development & Investment, Inc., is both responsive to the requirements of the IFB and a responsible bidder. See attached Tabulation of Bids received.
The Public Works Department concurs with the Chief Procurement Officer’s recommendation to award HG Construction Development & Investment, Inc., the lowest responsive and responsible bidder for the Streetscape Improvement Project in the estimated total amount of $1,119,214.41
