Automated License Plate Recognition systems are a relatively new technology in the range of technologies available to Law Enforcement in the ongoing effort to improve the ability to conduct crime detection, investigation and suppression activities on a more automated and real time basis. These systems consist of special scanning cameras that are connected to a computer and its associated hardware and software that are installed in a police vehicle. The cameras scan the vehicle tags of other moving or parked vehicles that come within view of the cameras and automatically query that vehicle tag against the FCIC/NCIC databases to determine if the tag or vehicle has been reported stolen. There are additional law enforcement applications for this system, i.e. major crime scene investigation, counter-terrorism and dignitary protection. Miami-Dade Parking Department uses the same system for automated scofflaw enforcement. The acquisition of this equipment would qualify as a permissible purchase from Federal Asset Forfeiture Funds as it is additional equipment calculated to facilitate improved law enforcement operations and is not a previously budgeted item.
