A Resolution of the City of Coral Gables, Florida Expressing Its Desire for Immediate Transfer of Control from Miami-Dade County to the City of Coral Gables opon creation of the Banyan Drive Security Guard Special Taxing District, Pursuant to Section 18-3.1 of the Miami-Dade County Code.

The City Commission has voted to support the creation of a security guard district for Banyan Drive pursuant to Resolution No. 2016-275.
Recently, Miami-Dade County adopted section 18-3.1, Miami-Dade County Code, which allows the County and a municipality, by joint resolutions, to designate the governing body of such municipality as the governing body of a new special taxing district created wholly within the boundaries of such municipality, subject to majority vote of the qualified electors of the special taxing district. The proposed Banyan Drive Security Guard Special Taxing District is located entirely within the City.
The proposed resolution expresses the City’s support of the establishment of the Banyan Drive Security Guard Special Taxing District and requests immediate transfer of control and operation of the district upon its creation by the County. It also provides that any costs to establish the district shall be paid to the County by the City from the first year’s special assessments collected from the residents of the Banyan Drive Security Guard Special Taxing District.
The next steps in the process are for the Board of County Commissioners to establish the Banyan Drive Security Guard Special Taxing District, adopt a resolution authorizing the transfer of the district to the City, subject to approval by the qualified electors living in the district, and execution of an interlocal agreement between the City and the County relating to the transfer of the district.
