A Resolution accepting the recommendation of the Procurement Officer for the purchase of resurfacing services to various Salvadore Park-Tennis Center clay courts from Fast-Dry Courts as a “Special Procurement/Bid Waiver”, in an approximate amount of $99,700.00, pursuant to Section 2-772 of the City’s Procurement Code.
Body
The tennis courts at the Salvadore Park Tennis Center are in immediate need of resurfacing and repair after Hurricane Irma due to wind and excessive water damage. The courts have sustained a major loss of clay court material in the neighborhood of 2 tons per court resulting in the improper sloping/low areas that retain water. Specifications require 1 inch of material throughout the court and currently there are areas with an average of ¼ of an inch of material on the court.

Furthermore during the storm, bleachers were lifted by the wind of the storm and tossed onto a bank of courts. The wind dragged the bleachers across the courts and in doing so snagged lines and destroyed them. In other areas, the erosion affected the vinyl lines outlying the boundaries of the court which are now raised and not conducive for play.

The City of Coral Gables is hosting the International Junior Orange Bowl Tournament from December 10th-19th and the courts must be repaired in a short time frame to host this prestigious world class event.

Repairing the clay courts to the USTA Court Builders standards and specifications must be performed by a professional court construction company. Fast-Dry Courts specializes in court resurfacing, have performed this type of work at the site and can conclude the work in the short time available before the tournament. The requested bid waiver would allow for an expedient process to repair the courts.
