A Resolution of the City Commission accepting the recommendation of the Police Department to enter into an agreement for one (1) year with Peregrine for the Peregrine Platform Basecamp Package in an estimated amount of $95,000.00 as a Sole Source procurement pursuant to Section 2-689 of the City's Procurement Code.

 

Body

The Peregrine Platform is the only end-to-end software commercially available on the market.  It is a web-based, CJIS-compliant software-as-a-service (SaaS) that provides a single point of access to integrate, discover, view, and analyze data from the Coral Gables Police Department (CGPD)-defined date sources.

 

Peregrine offers proprietary algorithms (U.S. Patent No. 12,321,330; U.S. Patent App. No. 18/789322) that enable automatic and auditable deduplication and merging of data, such as person records. This enables CGPD to have automatically clean, reliable information from every source system in the Peregrine Platform, upon which to conduct data searches and compile reporting products, without requiring any changes to the agency’s underlying source systems.

 

Peregrine offers the only dynamic ontology capability purpose-built for law enforcement data. This enables the CGPD to automatically establish connections and relationships between data elements within and across disparate systems.  Additionally, Peregrine’s dynamic ontology allows the CGPD to have full flexibility to change its desired data model over time without needing to build and maintain additional interfaces or make any changes to the agency’s underlying source systems and the way they store or represent information.

 

 

Recommended Action

The Police Department is requesting authorization to enter into an agreement for one (1) year with Peregrine for the Peregrine Platform Basecamp Package in an estimated amount of $95,000.00 as a Sole Source procurement pursuant to Section 2-689 of the City's Procurement Code.
