Resolution amending Resolution 2009-195, by increasing fees and charges for various services furnished by the City of Coral Gables; and providing for an effective date.

The 2009-2010 Annual Budget Workshop held on July 8, 2009 included the addition of various revenue sources necessary to provide a balanced budget. This amendment of Resolution 2009-195 provides the necessary revenue increases of parking fees, false alarm fees, residential garbage fees, stormwater utility charges and parks and recreation fees effective October 1, 2009.
The annual revenues that would increase as a result of the various fee adjustments are as follows:
· Parking Fees to increase from $1 to $1.25 maximum for short-term meter parking and $5 per month ($80.00 to $85.00 and $90.00 to $95.00) for permit parking, which are comparable to City of Miami and City of Miami Beach, would generate $900,000 of additional annual revenue.
· False Alarm Fees to increase $10 for each false alarm from $50.00 to $60.00 for the third false alarm, $100.00 to $110.00 for the fourth false alarm and $200.00 to $210.00 for the fifth false alarm (there is no charge for the first and second false alarm). This false alarm fee increase would provide $95,000 of additional annual revenue.
· Solid Waste Disposal Franchise Fees changing from 17 percent to 22 percent of roll-off-waste contractors annual gross receipts for all customers serviced within the city. The new 22% fee is equal to the City of Miami roll-off franchise fee and would provide $94,000 of additional annual revenue.
· Residential Solid Waste and Garbage Annual Fee changing from $610 to $685, a $75.00 increase for the year or $6.25 per month. The total additional annual revenue from the fee increase is $812,000 of total Solid Waste and Garbage revenue estimated to be $7,725,000 for 2009-2010, which covers 76 percent of the annual cost of garbage collection with the remaining 24 percent to be subsidized by the General Fund.
