Resolution accepting the recommendation of the Chief Procurement Officer to award the Blue Road Roundabout Project to Maggolc, Inc. pursuant to Section 2-828 of the Procurement Code, Invitation For Bid (IFB) 2009.05.07.2 and the Community Small Business Enterprise Level 1 Set-Aside requirements, in the amount of $145,642.70 (One Hundred Forty-Five Thousand, Six Hundred Forty-two Dollars and Seventy Cents).

The Blue Road Roundabouts Project is a part of a joint participation agreement between the City of Coral Gables and Miami-Dade County Small Business Development Office, which requires that the contractor selected for the Blue Road Roundabouts project will meet Community Small Business Enterprise (CSBE) Level 1 set-aside requirements, which is based on gross income of the contractor. This project, which is a set-aside for small businesses in Miami-Dade County, is entirely funded through County Impact Fees.
The Blue Road Roundabout project involves the construction of two (2) roundabouts at the intersections of Blue Road and San Amaro Drive and Blue Road and Alhambra Circle. The purpose of these new roundabouts is to slow traffic on Blue Road.
On June 5, 2009 the Procurement Division of Finance formally advertised, issued and distributed the Blue Road Roundabouts Invitation to Bid (IFB) 2009.05.07.2. On June 18, 2009, a non-mandatory pre-bid conference was held and six (6) prospective bidders attended. A total of nineteen (19) prospective bidders who downloaded the bid document from the web-site or picked up the bid document from the Procurement Division of Finance. On June 25, 2009 five (5) bid responses were submitted by: Solution Construction, Inc., Wrangler Construction, Inc. ABK Construction, JVA Engineering and Maggolc, Inc. Of those that responded three (3) bids were deemed non-responsive by Miami-Dade County Public Works Department who reviewed the bids on behalf of the Miami Dade County Small Business Development Office.
