A Resolution of the City Commission amending Ordinance No. 2015-17, as amended, Resolution No. 2016-148, as amended, Resolution No. 2017-167, and Resolution No. 2018-219, as amended, to adjust sanitary sewer service charges; establishing sanitary sewer rates for Fiscal Years 2027 through 2031; providing for severability; and providing for an effective date.

Ordinance No. 2015-17, passed and adopted by the City Commission on June 16, 2015, and subsequently amended by Resolution No. 2016-75, Resolution No. 2016-148, Resolution No. 2017-167, and Resolution No. 2018-219, established and amended fees for various licenses, permits, services, and penalties provided by the City of Coral Gables; and
City's Sanitary Sewer Service Charges are calculated based on consumption-based charges and fixed monthly charges, including system maintenance, capital improvement, and the user rates billed by Miami-Dade County Water and Sewer Department (WASD). WASD user rates are increasing by 6.24% fiscal year beginning October 1, 2026; and because of WASD’s annual audited financial report and audited wholesale expenditures the City must also pay an additional $1,360,096 for previous services and charges.
The City has developed a multi-year sanitary sewer rate structure for Fiscal Years 2027 and estimated rates for Fiscal year 2028 through 2031 to provide sufficient revenues for the continued operation, maintenance, and capital improvement of the City's sanitary sewer system accounting for the planned WASD user rate increases and the additional costs passed on by WASD.
SANITARY SEWER RATE SCHEDULE
FISCAL YEARS 2027-2031
The sanitary sewer rates become effective at the beginning of the applicable fiscal year and shall remain in effect until superseded by the rate established for the succeeding fiscal year.
A. Consumption Charges - Sanitary sewer consumption charges shall be assessed monthly based upon water consumption measured in CCF, where 1 CCF = 748 gallons, as follows:

These sanitary sewer rates may be increased or decreased by the city administratively due to any increase or decrease to user rates, true-up costs, or other pass-through rate charged to the City by WASD. Any such adjustment shall be limited to the amount necessary to recover the corresponding increase or decrease in such pass-through costs.
Fiscal Impact
The five-year sanitary sewer fee schedule will allow the city to continue sanitary sewer operations by raising an additional $4.2M in revenue. The increases are necessary due to Miami-Dade Water and Sewer disposal costs, capital costs, and administrative charges are expected to increase over the next five years.
