A Resolution accepting the recommendation of the Chief Procurement Officer to award the contract for Citywide Security Guard Services to FPI Security Services, Inc., pursuant to Request for Proposals (RFP) 2015.0.07 and Section 2-828 of the Procurement Code, entitled “Contract Award”.
Body
This contract consists of Level I and Level II licensed, unarmed, and uniformed security officers to safeguard City Hall, the Passport Office, Parking Garages, Venetian Pool, the Soccer Field and the 72nd Avenue Maintenance & Storage Facility. In addition, this contract also provides security guard services as needed for various activities and events at other City facilities. These services are necessary to deter any potential theft, vandalism, trespassing, or any activity which may damage City facilities or disrupt operations.
On July 7, 2015, the Procurement Division of Finance formally advertised, issued, and distributed the Security Guard Services RFP 2015.07.07. On July 14, 2015, a non-mandatory pre-proposal conference was held with seventeen (17) prospective proposers in attendance of the sixty-seven (67) proposers who obtained the RFP package from the Procurement Division.
On August 4, 2015, fourteen (14) proposals were received in response to RFP 2015.07.07 as follows: 50 State Security Service, Inc., Andy Frain Services, Inc., Command Security Corp., DSI Security, Feick Security, FPI Security Services, Inc., Global Security Services, Kent Security, Regions Security, Security Alliance, SFM Security, Universal Protection Services, V.O.K Protective Services and World International Security.
On August 13, 2015, the Evaluation Committee convened to evaluate the fourteen (14) responsive proposals and met again on August 21, 2015 to conduct interviews with the five (5) shortlisted firms. The Evaluation Committee determined that FPI Security Services, Inc., is the most responsive and responsible proposer. It is the recommendation of the Evaluation Committee to award the Citywide Security Guard Services contract to FPI Security Services, Inc., in the amount of $18.87 per hour (in accordance with the Miami Dade County’s Living Wage Ordinance) annualized to $610,670.94.
