Title

A Resolution of the City Commission accepting the recommendation of the Chief Procurement Officer to award RFP 2025-022 Disaster Debris Monitoring Services to the three (3) highest ranked responsive-responsible proposers in rank order: Tetra Tech, Inc., (Primary), Thompson Consulting Services, LLC, (Secondary), and Debristech, LLC (Tertiary), pursuant to Section 2-763 of the Procurement Code entitled “Contract Award”.

Body

The purpose of this RFP is to establish a contract for Disaster Debris Monitoring Services with a qualified and experienced professional firm (“Proposer”), readily available to provide the services outlined in this solicitation, in accordance with Federal Emergency Management Agency (FEMA) policies, procedures, and directives; Federal law, regulations, and executive orders; and State / Local law and regulations.

 

On June 20, 2025, the Procurement Division of Finance formally advertised, issued, and distributed Disaster Debris Monitoring Services, Request for Proposals (RFP) 2025-022. One hundred and thirty (130) prospective proposers were notified of the RFP package from INFOR, the City’s web-based e-procurement system.

 

On August 7, 2025, six (6) firms responded in response to the RFP, including two (2) No Bid (NB): 1 Asterisk Disasters (NB), DebrisTech, LLC, DIRTT Environmental Solutions, Inc. (NB), Tetra Tech, Inc., Tidal Basin Government Consulting, LLC, and Thompson Consulting Services, LLC.

 

The responses were reviewed by the Procurement Division in order to determine responsiveness to the requirements of the RFP. During the responsiveness review, it was determined by Procurement, after consulting with the City Attorney’s Office, that Tidal Basin Government Consulting, LLC was non-responsive based on failure to provide the required bid bond, as required in Section 1.3 of the RFP. The Procurement Division finalized its’ due diligence process and confirmed that DebrisTech, LLC, Tetra Tech, Inc., and Thompson Consulting Services, LLC, are responsive to the requirements of the RFP and responsible bidders.

 

On September 4, 2025, the Evaluation Committee convened to review the three (3) responsive and responsible proposals and ranked the firms in the following order of preference: Tetra Tech, Inc. (first), Thompson Consulting Services, LLC (second), and DebrisTech, LLC (third). The Committee recommended awarding the RFP and negotiating a Professional Services Agreement with the top three ranked proposers in rank order: Tetra Tech, Inc., (Primary), Thompson Consulting Services, LLC, (Secondary), and DebrisTech, LLC (Tertiary) to provide the requested services for an initial three (3) year term with two (2) one (1) additional year periods.

 

The Chief Procurement Officer recommends accepting the Evaluation Committee’s recommendation to award and negotiate an agreement with Tetra Tech, Inc., (Primary), Thompson Consulting Services, LLC, (Secondary), and DebrisTech, LLC (Tertiary), for RFP 2025-022 Disaster Debris Monitoring Services for an initial period of three (3) years with the option to renew for two (2) additional one (1) year period exercisable at the option of the City Manager in an amount not to exceed the available budget.
