Title

A Resolution accepting the recommendation of the Chief Procurement Officer to authorize contract negotiations with Atkins North America, Inc., as the transportation planning consultant for the Citywide Comprehensive Transportation Plan pursuant to Florida Statute 287.055, known as the “Consultants Competitive Negotiation Act”, Section 2-1089 of the City of Coral Gables Code of Ordinances, and Request for Qualifications (RFQ) 2015.07.14.

 

Body

The purpose of this Request for Qualifications (RFQ) is to select a qualified transportation consulting firm to conduct a ten year comprehensive transportation plan for the City that improves accessibility for all modes of transportation, with an emphasis on sustainability, and provides recommended improvements based on current and projected future conditions.  The plan should provide for convenient and efficient use of motorized and non-motorized transportation, and address such issues as vehicular circulation and parking, pedestrian/bicyclist movements, and public and locally operated transportation. The core of objective of the plan is to provide a safe and effective multi-modal transportation network that provides job accessibility without jeopardizing the high quality of life that exists in surrounding neighborhoods.

 

On August 11, 2015, two (2) qualifications statements were submitted in response to the RFQ by the following: Atkins North America, Inc. and The Corradino Group, Inc. 

 

On September 3, 2015, the Evaluation Committee convened to evaluate the qualification statements, to hear presentations and to conduct interviews of the firms that submitted qualification statements.  After the presentations and interviews, the Evaluation Committee scored and ranked the firms based on the criteria outlined in the RFQ.    The Committee unanimously ranked Atkins as the top-ranked firm, and The Corradino Group as the second-ranked firm. 

 

The top-ranked firm is deemed to be the most highly qualified to perform the required services will be invited to enter into a negotiations phase to determine their compensation that will be paid under contract with the City.  After compensation has been negotiated with the consulting firm, the contract will be submitted to the City Commission for approval.
