The Biltmore Golf Course Remediation Project involves source removal activities for arsenic impacted soil in the vicinity of the Biltmore Golf Course Maintenance Facility.   This project will require the contractor to completely remove a two (2) foot layer of impacted soil at two (2) locations near the Maintenance Facility at the Biltmore Golf Course.
 
On November 5, 2010, the Procurement Division of Finance formally advertised the Biltmore Golf Course Remediation Project Request for Proposals (RFP) 2010.11.01.  On November 16, and 19, 2010, two non-mandatory pre-bid conference were held with twenty-two (22) prospective bidders in attendance out of the eighty-six (86) contractors and subcontractors who either downloaded the bid document from the Procurement webpage or picked up the bid documents from the Procurement Division of Finance.    
 
On December 9, 2010, eight (8) proposals were submitted by the following: GEO Tech Environmental, Belair Builders/Progressive, HAS Engineers & Scientists, American Compliance Tech (ACT), Eagle SWS, WRS Infrastructure & Environmental, MCO Environmental and Cherokee Enterprises, Inc.  Three (3) proposers were disqualified for not submitting their pricing in a sealed envelope separate within their RFP proposal, as follows: GEO Tech Environmental, Eagle SWS, and WRS Infrastructure & Environmental.
 
On January 12, 2011, the Evaluation Committee met to evaluate the proposals.  After the Evaluation Committee conducted their evaluation, the pricing component of each proposal was opened and points were assessed to the proposers based on the low price reward method.   Based on the composite score of the Evaluation Committee and the pricing evaluation, Cherokee Enterprises, Inc., was determined to be the most responsive and responsible proposer with their proposal of $86,633.03 (eighty-six thousand six hundred thirty-three dollars and three cents).
