Title
A Resolution accepting the recommendation of the Chief Procurement Officer to award the Fire Station No. 3 Renovation Project to GEC Associates in the amount of $1,130,503, pursuant to Section 2-828 of the Procurement Code entitled "Contract Award" and Request for Proposals (RFP) 2015.04.08; further authorizing the City Manager to negotiate an amendment to the contract for the installation of new doors for an amount not to exceed GEC's deductive alternate amount of $269,370; and authorizing an amendment to the Fiscal Year 2014-2015 Annual Budget, to recognize as revenue a transfer from Capital Improvement fund balance, and to appropriate such funds to put toward the cost of the project.
Body
The project consists of the demolition and disposal of identified areas of Fire Station No. 3, installation of structural steel framing and decking, wood trusses, thermal insulation, roofing and roof repairs, replacement of doors and windows, cutting and patching of finishes, interior/exterior painting, HVAC equipment installations and repairs.  The previous Invitation For Bid (IFB) for this project was cancelled on January 13, 2015 by the City Commission, and this RFP was issued in its place.
 
On April 8, 2015, the Procurement Division formally advertised, issued and distributed Request for Proposals (RFP) 2014.04.08. On April 14, 2015, a non-mandatory pre-proposal conference was held with fourteen (14) prospective proposers attending out of a total of seventeen (17) firms who obtained the RFP from the Procurement Division.  
 
On May 7, 2015, seven (7) responsive proposals were submitted by: GEC Associates, CAS Contractors, LLC, ABC Construction, Critical Path Services, Florida Construction and Engineering, Inc., Allied Contractors, and LEGO Construction Company.  Those RFP proposals were reviewed on May 20, 2015, by the Evaluation Committee who selected the following short-listed firms for presentations/interviews: Allied Contractors, GEC Associates, CAS Contractors, LLC, and Critical Path Services.
 
On June 5, 2015, after presentations and interviews, the Evaluation Committee ranked the proposers, as follows: GEC Associates, Critical Path Services, Allied Contracts and CAS Contractors. The Evaluation Committee selected GEC Associates to recommend to the City Commission, as the most responsive and responsible proposer. GEC Associates was selected on the strength of their response to the RFP and their experience with Fire Station construction and renovation project (5-fire stations).  It is the recommendation of the Evaluation Committee to award the Fire Station No. 3 Renovation Project to GEC Associates, in the amount of $1,130,503 (Total Minus Deductive Alternate of $269,370 for Garage Doors).   
 
The City's consultant, Ferguson, Glasgow, Shuster, Soto, Inc., and the Public Works Department concur with the recommendation of the Evaluation Committee to award GEC Associates, the Fire Station No. 3 Renovation Project.
 
The Public Works Department has exercised the Deductive Alternate (garage doors), because of new information obtained during the evaluation process regarding the design of bi-fold doors that were specified.   The Public Works Director recommends that this proposed contract award not be delayed, while further research is conducted as to the type of doors that should be installed as part of this renovation. After a decision is made regarding the doors, Public Works recommends that the City Manager be authorized to negotiate the installation of new doors for an amount not to exceed the GEC's deductive alternate amount of $269,370.
 
An amendment to the Fiscal Year 2014-2015 Annual Budget is required to recognize as revenue a $158,106 transfer from Capital Improvement fund balance and to appropriate such funds to put toward the cost of the project.
