A Resolution of the City Commission accepting the recommendation of the Chief Procurement Officer to award Phillips Park Renovation to HG Construction Development & Investment, Inc. as the lowest responsive and responsible bidder in the estimated amount of $3,882,824.84 but not to exceed budgeted funds, pursuant to Invitation for Bids (IFB) 2025-015 and section 2-763 of the City’s Procurement Code entitled “Contract Award”.

The purpose of the IFB is to retain the services of a qualified General Contractor for the purpose of a partial redevelopment of Phillips Park, located at 90 Menores Avenue, Coral Gables, FL 33134. The project will enhance recreational facilities and infrastructure to better serve the community while modernizing the park’s overall layout and functionality.
On July 2, 2025, the Procurement Division of Finance formally advertised, issued and distributed IFB 2025-015 Phillips Park Renovation. One hundred and twenty-seven (127) prospective bidders were notified through INFOR, the City’s web-based e-Procurement system.
Four (4) bids were received on August 5, 2025, in response to the IFB: HG Construction Development & Investment, Inc., Home Express Corp. dba HE Builders, John Bell Construction, Inc., and West Construction, Inc.
The responses were reviewed by the Procurement Division to determine responsiveness to the requirements of the IFB. The Procurement Division finalized its’ due diligence process and confirmed that HG Construction Development & Investment, Inc., was responsive to the requirements of the IFB and is a responsible firm.
Once this step was completed the Public Works Department conducted an evaluation of the submittals identified by Procurement and concurred with the Chief Procurement Officer’s recommendation to award HG Construction Development & Investment, Inc., as the lowest responsive and responsible bidder in the estimated amount of $3,882,824.84 or not to exceed budgeted funds.
Section 2-585 of the Procurement Code, entitled “Authority” authorizes the City Manager to delegate authority to the Chief Procurement Officer to administer and make recommendations on contract awards.
