Resolution accepting the recommendation of the Chief Procurement Officer to award the Waterway Conveyance Improvements, C-3 Canal Restoration Project to Shoreline Foundation, Inc. pursuant to Section 2-828 of the Procurement Code and Request for Proposal (RFP) 2010.05.13 in the amount of $4,091,624.21 (four million ninety-one thousand, six hundred twenty-four dollars and twenty-one cents); further authorizing an appropriation of funds for this project.
 
Body
The Waterway Conveyance Improvements, C-3 Canal Restoration Project consists of the removal of sediment from the Coral Gables C-3 Canal.  Maintenance dredging to remove sedimentation will occur south of the G-93 Water Control Structure (SFWMD) in the following locations: between SW 57th Avenue (Red Road) and Blue Road; beneath Ponce de Leon Boulevard and South Dixie Highway (US1) bridges and beneath Hardee Road.
 
On May 13, 2010, the Procurement Division of Finance formally advertised Waterway Conveyance Improvements, C-3 Canal Restoration Request for Proposals (RFP) 2010.05.13.  On May 17, 2010, the following four (4) firms were asked to submit proposals for this dredging project: Duncan Seawall, Dock & Boat Lift, Inc., SteMic Marine Construction; Bull Dredging, Inc. and Piedroba Marine Construction (PMC).
 
On May 20, 2010, a non-mandatory pre-proposal conference was held with nine (9) prospective proposers in attendance of the twelve (12) contractors and subcontractors who obtained the proposal documents from the Procurement Division.  On June 14, 2010, one (1) proposal was submitted by Shoreline Foundation, Inc., while Piedroba Marine Construction submitted a no-bid response.
 
On June 18, 2010, the Evaluation Committee held a meeting in which the only proposer Shoreline Foundation, Inc. made a presentation on their response to the Waterway Conveyance Improvements, C-3 Canal Restoration Request for Proposals (RFP) 2010.05.13.   At the same meeting the Evaluation Committee unanimously recommended acceptance of Shoreline's response to the RFP, pending reference checks.   Shoreline's references were checked and were all positive.   The Public Works Department has reviewed the Evaluation Committee's recommendation and concurs with the recommendation.  
 
This project will be funded by the Florida Department of Environmental Protection in the amount of $1,795,812; the South Florida Water Management District in the amount of $500,000 and the City Stormwater Utility Fund in the amount of $1,795.812.   An appropriation of funds is requested for the Waterway Conveyance Improvements, C-3 Canal Restoration Project from the Stormwater Utility Fund.
