Title

A Resolution of the City Commission of Coral Gables authorizing the expenditure of funds in an amount not to exceed $200,000.00 from Miami-Dade County General Obligation Bond Project No. 156-70661, Miracle Mile Streetscape Improvements, for the development of a Master Plan for right-of-way improvements consistent with the conceptual plans developed by the Street Design Committee established by the Business Improvement District for Miracle Mile and Giralda Avenue, Coral Gables, Florida.  (Deferred from the January 13, 2009 City Commission Meeting)

City Manager's Recommendation.

The City Manager recommends that the authorization be given to develop a Master Plan for Miracle Mile and Giralda Avenue consistent with the conceptual design and ideas developed by the Street Design Committee established by the Business Improvement District.

Brief History

The Business Improvement District (BID) established a Street Design Committee to develop and provide recommendations for street improvements for Miracle Mile and Giralda Avenue’s 100-Block “Restaurant Row”, as stated in Exhibit “A”, attached.

Following a presentation by the Street Design Committee at the November 18, 2008 City Commission meeting, Staff was directed to meet with representatives of the BID and Street Design Committee to develop an action plan to commence certain improvements to the area as well as identify potential funding sources, including establishing a local Improvement District, whereas, property owners would be assessed a portion of the cost. This meeting was held on December 2, 2008 and after discussing the project and possible funding sources, it was determined that there was a need to develop a Master Plan for the area that would include, but not be limited to, wider sidewalks, urban lighting, raised alley paving to reduce speeds, enhanced crosswalks, space marking, wayfaring signage, bulb-outs, covered connections, valet parking signage, permanent wallet stations, street furniture, an improved tree canopy and an overall enhanced urban landscape setting and provide the ability to establish the cost of said improvements.

The BID is requesting the City to hire a consultant to develop this Master Plan and that said cost be paid by the Miami-Dade County General Obligation Bond.

The development of the Master Plan and estimated cost of the improvements will provide the ability to apply for grants, assess property owners or beginning the process of developing construction documents in preparation for potential Federal/State stimulus package expected to be released in the near future.
