A Resolution accepting the recommendation of the Procurement Officer to award RFQ 2018-017 for Traffic Impact Study Consulting Services and negotiate a Professional Services Agreement (“Agreement”) with Kimley-Horn and Associates, Inc., A&P Consulting Transportation Engineers, Corp., and CALTRAN Engineering Group, Inc., the three (3) highest ranked responsive-responsible proposers, pursuant to Florida Statute 287.055, known as the “Consultants Competitive Negotiation Act.

On March 20, 2018, the City Commission of Coral Gables, Florida, adopted Ordinance No. 2018-09 to require that an independent traffic impact study be conducted whenever certain “Study Criteria” referenced in the Ordinance is met.
In line with the aforementioned direction, on October 2, 2018, the Procurement Division formally advertised Request for Qualifications (RFQ) 2018-017 for Traffic Impact Study Consulting Services. The purpose of the RFQ was to qualify three (3) professional traffic engineering firms (“Proposer(s)”), per the requirements of Florida Statute 287.055 (CCNA), possessing the qualifications and ability to conduct traffic impact studies and services. Professional services to be provided under the resulting agreement from the RFQ will be for study activities if the fee for professional services for each individual study does not exceed $200,000.
Thereafter, on October 10, 2018, a non-mandatory pre-qualifications conference was held with seventeen (17) prospective firms in attendance, of the fifty-five (55) prospective proposers who downloaded the RFQ package from Public Purchase, the City’s web based e-Procurement service. On November 5, 2018, ten (10) firms submitted proposals in response to the RFQ: A&P Consulting Transportation Engineers, Corp. , C.H. Perez & Associates Consulting Engineers, Inc., CALTRAN Engineering Group, Inc., Calvin, Giordano & Associates, Inc., David Plummer & Associates, Kimley-Horn and Associates, Inc., Richard Garcia & Associates, Inc., The Corradino Group, Inc., Trident Engineering, LLC., and WSP USA, Inc.
On December 10, 2018, the Evaluation Committee convened to evaluate the ten (10) responsive proposals, and recommended to award the RFQ and negotiate a Professional Services Agreement (“Agreement”) with the three (3) highest ranked responsive-responsible proposers: Kimley-Horn and Associates, Inc., A&P Consulting Transportation Engineers, Corp., and CALTRAN Engineering Group, Inc. The Evaluation Committee further recommended that should negotiations fail with any of the three (3) highest ranked responsive-responsible proposers, that negotiations commence with the next most responsive-responsible proposer (up to the fifth ranked proposer) until an Agreement satisfactory to the City has been reached.
After the successful negotiations of a Professional Services Agreement with each of the recommended Proposers, a Resolution will be presented to the City Commission to approve the negotiated compensation and authorize execution of the agreements.
