A Resolution of the City Commission accepting the recommendation of the Chief Procurement Officer to award the Bridges Repairs and Rehabilitation contract in the estimated amount of $803,378.00 to P and P Contracting, Inc., the lowest responsive and responsible bidder, pursuant to Invitation for Bids (IFB) 2025-046 and Section 2-763 of the Procurement Code entitled “Contract Award.”

The purpose of this IFB is to contract with a qualified and experienced contractor to provide bridge repair and rehabilitation services in accordance with the terms, conditions and specifications contained in the Invitation for Bid (“IFB”) for the purpose of restoring and extending the service life of various City bridges throughout the City of Coral Gables. The base bid included the immediate repair of three (3) bridges during the initial phase and up to six (6) additional locations throughout the term of the contract.
On January 5, 2026, the Procurement Division of Finance formally advertised, issued and distributed IFB 2025-046 Bridges Repairs and Rehabilitation. One hundred twenty (120) prospective bidders were notified through INFOR, the City’s web-based e-Procurement system.
Two (2) bids were received on February 17, 2026, in response to the IFB: M & J Construction Company of Pinellas County, Inc and P and P Contracting, Inc.
The responses were reviewed by the Procurement Division to determine responsiveness to the requirements of the IFB. The Procurement Division finalized its’ due diligence process and confirmed that P and P Contracting, Inc.is responsive to the requirements of the IFB and is a responsible bidder.
The Public Works Department concurs with the Chief Procurement Officer’s recommendation to award Bridges Repairs and Rehabilitation to P and P Contracting, Inc., in a total estimated amount of $803,378.00 for the repair of three (3) bridges or in an amount not to exceed the available budget for an initial period of two (2) years with option to renew for one (1) additional one (1) year term for the repair of additional bridges throughout the City.
Section 2-585 of the Procurement Code, entitled “Authority” authorizes the City Manager to delegate authority to the Chief Procurement Officer to administer and make recommendations on contract awards.
