Title

A Resolution accepting the recommendation of the Chief Procurement Officer, to authorize contract negotiations with Toole Design Group, LLC, and if necessary, with other short-listed consulting firms, as the planning and design consultant for the Citywide Bicycling Infrastructure Design project pursuant to Florida Statute 287.055, known as the “Consultants Competitive Negotiation Act”, Section 2-1089 of the City of Coral Gables Code of Ordinances, and Request for Qualifications (RFQ) 2016.02.PK.

Body

The purpose of this Request for Qualifications (RFQ) is to select a planning and design consulting firm to develop contract plans, specifications, construction estimates, and to provide design engineering services during construction, for the successful completion of  Citywide Bicycling Design Infrastructure. The project calls for the design of various components of the Coral Gables Bicycle/Pedestrian Plan.

 

On March 29, 2016, four (4) qualifications statements were submitted in response to the RFQ by the following Toole Design Group, LLC;  Keith and Schnars;  Caltran Engineering Group, Inc.; and The Corradino Group, Inc.

 

The Evaluation Committee convened on April 14, 2016, to evaluate, score, and rank the qualification statements, which resulted in three (3) firms being shortlisted as follows: Toole Design Group, LLC;  Keith and Schnars;  and The Corradino Group, Inc.   On April 20, 2016, the Evaluation Committee reconvened to hear presentations and conduct interviews of the shortlisted firms.  After the presentations and interviews, the Evaluation Committee scored and ranked the firms based on the criteria outlined in the RFQ.  The Committee unanimously ranked Toole Design Group, LLC as the top-ranked firm, and further ranked the Corradino Group, Inc. and Keith and Schnars the second and third ranked firms, respectively.

 

Under Florida Statute 287.055, the “Consultants Competitive Negotiation Act,” the Commission “shall select in order of preference no fewer than three (3) firms deemed to be the most highly qualified to perform the required services,” with the firm ranked first in order of preference invited to enter into a negotiations phase to determine their compensation that will be paid under contract with the City. Should the City be unable to negotiate a satisfactory contract with the firm considered to be the most qualified at a price the agency determines to be fair, competitive, and reasonable, negotiations with that firm must be formally terminated. The agency shall then undertake negotiations with the second most qualified firm, and then with the third firm should the City be unable to come to an agreement with the second ranked firm.   After compensation has been negotiated with the consulting firm, the contract will be submitted to the City Commission for approval.
