A Resolution of the City Commission accepting the recommendation of the Public Works Department authorizing the City to negotiate and execute a Construction Management at Risk (CMR) Agreement with Thornton Construction for the construction phase of the City Hall Renovation & Restoration Project (Project), pursuant to (RFQ) 2025-031, in an amount not to exceed $39,977,989 or the budgeted amount.

On August 14, 2025, the City issued a Request for Qualifications No. 2025-031 (the “RFQ”)
seeking qualifications from contractors to provide certain preconstruction services as a Preconstruction Construction Manager at Risk for City Hall Renovation and Restoration Project.
On September 17, 2025, Thornton Construction submitted its qualifications (“Preconstruction CM’s Qualifications”) in response to the City’s RFQ outlining Preconstruction CM’s extensive
experience in projects similar to the Project.
On January 30, 2026, the City officially awarded the contract to Thornton Construction to perform certain preconstruction services for the Project as set forth in the Agreement (the “Preconstruction Services”) pursuant to Sections 255.103 and 287.055, Florida Statutes.
Upon completion of the preconstruction phase, Thornton Construction submitted a Guaranteed Maximum Price (GMP) for the construction phase of the Project. The City’s Construction group and the City's consultant met with Thornton Construction Company on several occasions to review and negotiate the GMP. Following these discussions, the parties reached agreement on a final GMP in the amount not to exceed $39,977,989.
The Public Works Construction group recommends that the City Commission approve the final GMP and authorize the City Manager to execute the Construction Contract with Thornton Construction for the Project.
Fiscal Impact
Executing this contract with Thornton Construction Company will expedite construction activities, avoid delays, and possible increased costs due to escalation/inflation.
