A Resolution accepting the recommendation of the Chief Procurement Officer to award the Citywide Infiltration and Inflow Abatement contracts to EnviroWaste Services Group, Inc., for Excavated Point Repairs, Lateral Lining, and Sectional Lining (Group A) in the amount of $776,462, and for Manhole Rehabilitation (Group B) in the amount of $238,558; and to Insituform Technologies, LLC, for Mainline Lining (Group C) in the amount of $1,206,082; pursuant to Invitation For Bids (IFB) 2015.10.07, and Section 2-828 of the Procurement Code entitled “Contract Award,” for a total project amount of $2,221,102.

The comprehensive Infiltration and Inflow Project proposes to rehabilitate deteriorated sanitary sewer systems within the City, which have an average age of over 50 years. The project consists of all labor, materials, and equipment for sewer system rehabilitation technologies, and construction services. To obtain representative unit prices, three groups of work to be accomplished under the project were offered in the IFB as follows: Excavated Point Repairs, Lateral Lining, and Sectional Lining (Group A), Manhole Rehabilitation (Group B), and Mainline Lining (Group C), to allow bidders to bid all items within any group, and each group to be awarded as a separate contract.
On October 7, 2015, the Procurement Division of Finance formally advertised, issued, and distributed the Citywide Infiltration and Inflow Abatement IFB 2015.10.07. On October 21, 2015, a non-mandatory pre-bid conference was held with one (1) prospective bidder in attendance out of the eighteen (18) firms who obtained the IFB package from the Procurement Division. On December 10, 2015, nine (9) bids were received in response to the Citywide Infiltration and Inflow Abatement IFB 2015.10.07 from; Miller Pipeline, LLC, Lanzo Trenchless Technologies South, Insituform Technologies LLC., V Engineering & Consulting Corp., Ric-Man Construction FL, Inc., T.V. Diversified, Inc., EnviroWaste Services Group, Inc., Hinterland Group, Inc., and LMK Pipe Renewal, LLC.
EnviroWaste Services Group, Inc., was determined to be the lowest responsive responsible bidder for Excavated Point Repairs, Lateral Lining, and Sectional Lining (Group A), with a total bid of $$776,462 and also for Manhole Rehabilitation (Group B), with a total bid of $$238,558. The lowest responsive responsible bidder for Mainline Lining (Group C) was Insituform Technologies, LLC, with a total bid of $$1,206,082.
The Public Works Department and the City’s Consultant concur with the Chief Procurement Officer’s recommendation to award the Citywide Infiltration and Inflow Abatement Project for Excavated Point Repairs, Lateral Lining, and Sectional Lining (Group A) and Manhole Rehabilitation (Group B) to EnviroWaste Services Group, Inc., with Insituform Technologies, LLC, recommended for the Mainline Lining (Group C) for a total project cost of $2,221,102.
This project will be funded by the Florida Department of Environmental Protection (FDEP) in the amount of $400,000; from the City Sanitary Sewer Fund in the amount of $461,128, with the remaining balance of the cost of the project, $1,359,974, being funded through Sunshine State Financing.
