A Resolution of the City Commission accepting the recommendation of the Chief Procurement Officer to award the Park Improvement Project - Cooper Park to Chopper’s Construction Corp., the most responsive and responsible bidder in the estimated amount of $933,000.00, pursuant to Section 2-763 of the Procurement Code entitled “Contract Award” and Invitation for Bid (IFB) 2026-018.

The purpose of this Invitation for Bids is to establish a contract with a successful bidder for the for the comprehensive renovation of Cooper Park, located at 4920 Washington Drive, Coral Gables, FL 33134.
On May 27, 2026, the Procurement Division of Finance formally advertised, issued and distributed IFB 2026-018 Park Improvement Project - Cooper Park. Eighty-nine (89) prospective bidders were notified through INFOR, the City’s web-based e-procurement system.
On July 22, 2026, sixteen (16) firms submitted bids in response to the IFB: AARYA Construction and Design, Inc., Carivon Construction Co., Chopper’s Construction Corp., Coreland Construction Corp., Geordis Construction Corp., HG Construction Development & Investment, Inc., LEE Construction Group, Inc., Leon America Construction, LLC., M&J Consulting Group Corp. dba M&J General Contractors, Parsa Corporation, PF Management & Construction, LLC., Symmetry Construction Group Corp., Tadeos Engineering, LLC., Vercetti Enterprises, LLC., Waypoint Contracting, Inc., and West Construction, Inc.
The responses were reviewed by the Procurement Division in order to determine responsiveness
to the requirements of the IFB. During the review, it was determined by Procurement, after consulting with the City Attorney’s office, that Symmetry Construction Group Corp., would be deemed non-responsive based on the failure to provide a bid bond, as required in Section 1.13 of the solicitation. The Procurement Division finalized its’ due diligence process and confirmed that Chopper’s Construction Corp., is both responsive to the requirements of the IFB and a responsible bidder. Once this step was completed, the Public Works Department conducted a review of the submittal identified by Procurement and found the bid to be conformance with the City’s bid requirements.
The Public Works Department concurs with the Chief Procurement Officer’s recommendation to award Chopper’s Construction Corp., the most responsive and responsible bidder for the Park Improvement Project - Cooper Park in the estimated total amount of $933,000.00.
