Title

A Resolution accepting the recommendation of the Chief Procurement Officer to amend the Master Service Agreement Piggyback Addendum between the City of Coral Gables and Safeware, Inc. for Closed Circuit TV (CCTV) and Automatic License Plate Recognition (ALPR) equipment, and software and maintenance services under their contract with the U.S. Communities Government Purchasing Alliance to increase the existing piggyback contract by an amount not to exceed $1.9 million over the next three (3) years, while maintaining the scope of the Addendum.

Body

The Police Department has determined that CCTV cameras and Automated License Plate Readers serve as a deterrent to crime and can provide critical information in resolving crimes.  Last year, the Commission approved Phase 1 of a strategy to create a geofence of cameras and license plate readers around the city.  The scope of the initial contract with Safeware for Phase 1 of this project was limited to $1,314,187.22 and included the installation of cameras and license plate readers in 11 strategic locations throughout the city as well as the build out of a network backbone and a Crime Intelligence Center.  Much progress has been made on Phase 1 in the last several months.  A state-of-the-art Crime Intelligence Center, key components of the network infrastructure and one of the ALPR locations have already been completed and are currently operational.  Construction is also currently underway for several other locations and permitting is in process for those Phase 1 locations that have yet to be started.  The Police Department has already seen tangible results from the system.  For example, an occupied stolen vehicle was recovered and the perpetrator arrested after an officer received a real-time alert from the system.  There are numerous other examples where cases were enhanced, leads were generated, and arrests were made from information derived from our new license plate reader capability.

 

The Chief Procurement Officer in consultation with the Police Department  has determined that the existing piggyback agreement between the City of Coral Gables and Safeware, Inc. for CCTV and ALPR equipment will best meet the needs of the City in terms of price, quality and reliability. To complete the vision for deploying these technologies throughout the city, the Police Department believes that an addition approximate amount not to exceed $1.9 million over the next three (3) years is necessary.  The funds necessary to fund the additional phases of this project are already included in the City’s five year capital improvement plan as follows:

FY2016 - $338,000 Parking Fund

FY2017 - $500,000 General Capital Improvement Fund

FY2018 - $500,000 General Capital Improvement Fund

FY2019 - $500,000 General Capital Improvement Fund

 

The Department is expecting to be able to install cameras throughout the city’s parking facilities as well as install another 10-20 locations throughout the city over the next three years to be prioritized in multiple phases.  Phase 2 of this project will include multiple CCTV locations throughout Miracle Mile and Giralda and is anticipated to be completed during the current fiscal year.

 

Under Section 2-978 of the City Code, piggyback purchases exceeding $600,000 shall be presented to the city commission for approval and award.
