Resolution accepting the recommendation of the Chief Procurement Officer to award the Venetian Pool Repair Project to DiPompeo Construction Corporation, pursuant to Section 2-828 of the Procurement Code and Invitation for Bid (IFB) 2009.09.04 in the amount of $506,130.00 (five hundred six thousand, one hundred thirty dollars); further authorizing an appropriation of funds for this project.
 
Brief History
The Project consist of the repair of cracks in the pool below the water line, replacement of sealant in the expansion joints of the concrete pool bottom, improvements to the water circulation network and the chemical treatment system, provide a portable ADA compliant access lift, repairs to the pool deck finish and installing a clear epoxy anti-slip finish, restoration of the Venetian Poles, perform drainage improvements at the Loggia and all electrical and plumbing work associated with the above items.
 
On March 13, 2009, the Procurement Division of Finance formally advertised, issued and distributed the Venetian Pool Repairs Request for Qualifications (RFQ) 2009.02.23.    On March 26, 2009, a mandatory Pre-Qualification Conference on site was held with sixteen (16) prospective bidders in attendance of twenty six (26) contractors and subcontractors who requested the qualification documents.  On April 30, 2009, four (4) qualifications responses were submitted by: H.A. Contracting Corp, DiPompeo Construction Corp, Gavarrete, Inc. and T & G Constructors.  On May 1, 2009, the Selection Committee met and evaluated the qualifications of four (4) firms and determined that three (3) firms were qualified as follows; H.A. Contracting Corp, DiPompeo Construction Corp and T & G Constructors; the fourth firm, Gavarrete, Inc., was considered nonresponsive.
 
On July 9, 2009 the three (3) pre-qualified vendors submitted their bids exceeding the budgeted amount for this project and all were rejected.  On August 31, 2009, the Procurement Division of Finance re-advertised, issued and distributed the Invitation for Bid (IFB), with a revised Scope of Work for Phase II of this project, to the pre-qualified vendors only.   On September 17, 2009, the pre-qualified vendors submitted their bids with the results being as follows: the lowest responsive responsible bidder for the Venetian Pool Repairs Project is DiPompeo Construction Corp. with their bid of $506,130.00 (five hundred six thousand one hundred thirty dollars), which is their base bid of $464,000.00 plus add alternates in the amount of $42,130.00 consisting of preparing the pool floor and part of pool wall for pool paint finish and painting a contrasting line in the children's pool.
 
That an appropriation of funds is hereby authorized for the Venetian Pool Repair Project from the Captial Projects Fund Account No. 380-1500-572-63-07.
