Resolution accepting the recommendation of the Chief Procurement Officer to award the Ponce de Leon Boulevard Median Installation and Roadway Improvements (Phase II) Project to Tran Construction, Inc. pursuant to Section 2-828 of the Procurement Code and Invitation for Bid (IFB) 2009.12.01 in the amount of $1,513,727.60 (one million five hundred thirteen thousand seven hundred twenty-seven dollars and sixty cents); further authorizing an appropriation of funds for this project.

The Ponce de Leon Boulevard Median Installation and Roadway Improvements Project (Phase II) is a continuation of an earlier Phase I project, which involves the construction of a raised, landscaped median and bulb outs on each intersection on Ponce de Leon Boulevard between Alcazar Avenue and Salamanca Avenue. Construction of the median will result in smoother traffic flow, the creation of turn lanes, improved signalization, fewer accidents, better aesthetics for the corridor and a safer and friendlier pedestrian environment.
On December 1, 2009 the Procurement Division of Finance formally advertised the Ponce de Leon Boulevard - Median Installation and Roadway Improvements (Phase II) Invitation to Bid (IFB) 2009.12.01. On December 14, 2009, a pre-bid conference was held with eleven (11) prospective bidders in attendance of the twenty-eight (28) contractors and subcontractors who picked up the bid documents from the Procurement Division. On January 12, 2010, eleven (11) responsive bids were submitted by: Metro Express, Inc.; Solution Construction, Inc.; Tran Construction, Inc.; DiPompeo Construction; Williams Paving Company; Florida Engineering and Development; JCON Group; ABC Construction, Inc.; Rock Power Paving; Marks Brothers, Inc.; and Horizon Contractors, Inc.
The lowest responsive responsible bidder for the Ponce de Leon Boulevard - Median Installation and Roadway Improvements (Phase II) Project was Tran Construction, Inc. with their bid of $1,513,727.60 (one million five hundred thirteen thousand seven hundred twenty-seven dollars and sixty cents). This bid consists of the base bid of $1,494,395.10 with $19,332.50 for two additive alternates consisting of decorative benches and trash receptacles and a deductive alternative reducing the depth of the tree root barrier. This project is funded entirely by the American Recovery and Reinvestment Act of 2009 in the amount of $1,036,796 and County Impact Fees in the amount of $476,931.60. An appropriation of funds is requested for the Ponce de Leon Boulevard - Median Installation and Roadway Improvements (Phase II) Project from the Capital Improvements Account No. 410-9900-535-63-00.
