Arts Advisory Panel Meeting of January 11, 2023.

NEW BUSINESS:

a.                     PRE-QUALIFIED ARTIST REQUESTS - GT2P

The Panel received pre-qualification materials for the artist team gt2p. Panel members reviewed the materials prior to the meeting. Ms. Hernandez noted that the team members backgrounds are primarily in architecture and design. After a brief discussion, the following motion was made:

 

Ms. Hernandez made a motion approving gt2p as pre-qualified artists. Mr. Mato seconded the motion, which passed with six in favor, one opposed, and one abstention.

 

b.                     PRE-QUALIFIED ARTIST REQUESTS - IGNACIO GANA

The Panel received pre-qualification materials for artist Ignacio Gana. Panel members reviewed the materials prior to the meeting. After a brief discussion, the following motion was made:

 

Ms. Hernandez made a motion approving Ignacio Gana as a pre-qualified artist. Ms. Miyar seconded the motion, which did not pass with seven opposed and two abstentions.

 

c.                     PRE-QUALIFIED ARTIST REQUESTS - RAY CORRAL

The Panel received pre-qualification materials for artist Ray Corral. Panel members reviewed the materials prior to the meeting. It was noted that the artist works in the media of mosaics and often creates work in response to architectural features and client’s interests, including collaborations with other artists. Panel members were advised that the artist is aware that any proposed artwork must be his own creation. Members discussed the craftsmanship, acknowledging the artform as one that few people are well versed in. After a brief discussion, the following motion was made:

 

Ms. Miyar made a motion to accept Ray Corral as a pre-qualified artist. Mr. de León seconded the motion, which passed with six in favor, one opposed, and one abstention.

 

Panel members continued discussion regarding overlaps between visual, design, and architectural artists and agreed that submitted proposals would determine how an artwork is ultimately perceived.

 

d.                     CULTURAL DEVELOPMENT BOARD - RFP FOR SIGNIFICANT ARTWORK

Following up on the Mayor’s interest to pursue a Frank Stella artwork, Panel members were informed that the Cultural Development Board received the Panel’s comments supporting an option to offer the opportunity to more than one artist. The Panel was then advised of the Cultural Development Board’s request for a formal recommending motion from the Arts Advisory Panel.

 

Ms. Hernandez recalled suggesting two additional artists. Mr. Roselione-Valadez expressed appreciation for the Mayor’s initiative regarding proposed artists. Ms. Cathers relayed Mr. Stella’s gallery initially proposing a sculpture in the $750,000.00 range. With no further discussion, the following motion was made:

 

Mr. Roselione-Valadez made a motion recommending that the City request proposals for a major artwork from artists Frank Stella, Wangechi Mutu, and Hernan Bas, further recommending a budget of $750,000. Ms. Hernandez seconded the motion, which passed unanimously.

 

OLD BUSINESS:

The Panel was advised of the Cultural Development Board’s motion to recommend Janine Antoni’s Whispering through a stone proposal to the City Commission. They briefly discussed proposed locations. With no further discussion, the following motion was made:

 

Ms. Hernandez made a motion recommending Adler Guerrier to speak on behalf of the Panel to the City Commission regarding Janine Antoni’s proposal. Ms. Miyar seconded the motion, which passed unanimously.

 

ART IN PUBLIC PLACES UPDATES:

The Panel was provided an update of “Coral Carpet” at Balboa Plaza. Staff stated that due to high humidity in the location, the completed artwork requires more maintenance than anticipated. Staff reported that they met with the contractor and discussed how the artwork is being affected by the humidity and water retention in some areas. It was agreed that the contractor would install a drainage system around the border with the intention of drawing moisture away from the piece.

 

CITY COMMISSION ITEMS:

Staff reported on the donation proposal being presented to the City Commission for Speedforms in the Garden, a suite of 3 sculptural works by Pininfarina.

 

DISCUSSION ITEMS:

Ms. Hernandez requested a history of the Alice Aycock artwork. Staff provided an overview of the process used for acceptance of the piece and noted that it was approved by the City Commission.

ITEMS FROM THE SECRETARY:

In response to the Panel’s interest from the previous meeting regarding involvement in the selection and installation of public art on the Underline, Ms. Cathers reported that she reached out to the Underline organization and the County with a request to re-engage discussion. She read the previous response from the Underline regarding their protocol.
