A Resolution of the City Commission authorizing the execution of an agreement for sewer connection for property located at 1531 Liguria Avenue, Coral Gables, Florida; located within the University of Miami’s sewer service area, into the City of Coral Gables wastewater collection and transmission system, subject to the requirements of the Public Works Department, as provided under Chapters 62 and 78 of the City Code, Ordinance Nos. 2007-29 and 2009-39, and Resolution No. 2008-07; and further providing that the executed agreement shall be made a part of this resolution.

The University of Miami is requesting authorization for a sanitary sewer connection to serve a privately owned fraternity house for university students, located at 1531 Liguria Avenue. The property is situated within the City of Coral Gables but lies outside the City’s designated sewer service area. It falls within the University of Miami’s sewer service area and will discharge to UM Pump Station #14N, ultimately flowing into the City of Coral Gables force main at Ponce de Leon Boulevard.
Pursuant to Chapters 62 and 78 of the City Code, Ordinance Nos. 2007-29 and 2009-39, and Resolution No. 2008-07, the proposed connection is subject to the requirements of the City’s Public Works Department. The Miami-Dade Water and Sewer Department will provide a release of service for the property. The Miami-Dade Department of Regulatory and Economic Resources (RER) has confirmed that the receiving pump station and all downstream infrastructure, including the treatment plant, currently have adequate capacity to accommodate the proposed connection.
The University of Miami agrees to enter into a formal agreement with the City, as outlined in their Letter of Agreement on January 15, 2025, and approved by the City Attorney.
The sewer connection fee is based on an average daily flow of 2,000 GPD with a peaking factor of 4.44 (in accordance with Ten State Standards), resulting in a peak flow of 8,761 GPD. The estimated connection fee is $18,398.10, which will be collected by the University of Miami and remitted to the City of Coral Gables.
Additional requirements include:
• A Maintenance or Surety Bond equal to five percent (5%) of the construction cost, to run in perpetuity or until the connection is no longer required;
• Liability insurance in accordance with Resolution No. 2008-07, naming the City as an additional insured;
• Submission of final plans and certifications for approval by the City of Coral Gables Public Works Department and Miami-Dade RER;
• Acquisition of all required permits.
All sewer improvements must comply with the City’s Public Works Standards and Specifications. The executed agreement will be made part of this resolution and maintained on file by the City Clerk.
