Title

A Resolution of the City Commission accepting the recommendation of the Chief Procurement Officer to award Citywide Drainage Improvements to GPE Engineering & General Contractor Corp., as the primary responsive and responsible bidder, and FG Construction, LLC, as the secondary responsive and responsible bidder, pursuant to Invitation for Bids (IFB) 2025-026 and Section 2-763 of the City’s Procurement Code entitled “Contract Award”.

The purpose of the IFB is to retain the services of a qualified General Contractor and / or Miami-Dade County Certified Engineering Contractor for the purpose of drainage systems improvements, miscellaneous stormwater improvements, milling and resurfacing of bituminous paving, at various locations on an as needed basis.

 

On June 23, 2025, the Procurement Division of Finance formally advertised, issued and distributed IFB 2025-026 Citywide Drainage Improvements. Two hundred and three (203) prospective bidders were notified through INFOR, the City’s web-based e-Procurement system.

 

Four (4) bids were received on July 22, 2025, in response to the IFB: David Mancini & Sons, Inc., FG Construction, LLC, GPE Engineering & General Contractor Corp., Inc., and Metro Express, Inc.

 

The responses were reviewed by the Procurement Division to determine responsiveness to the requirements of the IFB. The Procurement Division finalized its’ due diligence process and confirmed that FG Construction LLC and GPE Engineering & General Contractor Corp., were both responsive to the requirements of the IFB and are responsible firms.

 

Once this step was completed the Public Works Department conducted an evaluation of the submittals identified by Procurement and concurred with the Chief Procurement Officer’s recommendation to award GPE Engineering & General Contractor Corp., as the primary responsive and responsible bidder, and FG Construction, LLC, as the secondary responsive and responsible bidder for a two (2) year term contract with option to renew for three (3) additional one (1) year periods, in an amount not to exceed budgeted funds.

 

Section 2-585 of the Procurement Code, entitled “Authority” authorizes the City Manager to delegate authority to the Chief Procurement Officer to administer and make recommendations on contract awards.
