A Resolution accepting the recommendation of the Procurement Officer to authorize a “piggyback” contract from Miami-Dade County Water and Sewer Department with Insituform Technologies, LLC, at an estimated amount of $700,000 for each remaining one-year renewal period of the contract, not to exceed the budgeted available funds, for a Two-Year Countywide Contract for Rehabilitation of Sanitary Sewer by the Cured-In-Place Pipe Lining Method, pursuant to Section 2-978, of the Procurement Code entitled, “Use of Other Governmental Unit Contracts (Piggybacks).”

On May 5, 2015, Miami-Dade County adopted Resolution No. R-416-15, authorizing the execution of an agreement between Insituform Technologies, LLC and Miami-Dade County Water and Sewer Department, for a Two-Year Countywide Contract for Rehabilitation of Sanitary Sewer by the Cured-In-Place Pipe Lining Method. The agreement executed on May 6, 2015 is effective for a period of two (2) years, and may be renewed for two (2) additional one (1) year periods.
The Public Works Department has requested the use of the Miami-Dade County Water and Sewer Department contract with Insituform Technologies, LLC for Citywide repairs to the City’s sanitary sewer conveyance systems to reduce and/or eliminate groundwater infiltration and storm water inflow. Repairs to the City’s sanitary sewer system to reduce inflow and infiltration are required on an on-going basis to ensure compliance with Miami-Dade County Code, Section 24-42 2. The piggyback services are only for the rehabilitation of the lining portion of the City’s sanitary sewer systems.
The determination has been made that Insituform Technologies, LLC, will best meet the needs of the City. The City follows Miami-Dade County Standards for sanitary sewer systems and piggybacking a Miami-Dade County contract and approved contractor will allow the City to continue to meet those standards. In addition, there are a limited number of contractors in the South Florida area that perform these services. Insituform has been effectively servicing the City of Coral Gables since the beginning of 2016. Also, unlike other contractors, Insituform offers all sizes of sanitary sewer pipes, ranging from 8” to 72”. Insituform also produces their own lining materials in their local plant in Medley, FL, allowing for a quicker fulfillment of materials.
The Procurement Officer pursuant to Section 2-978 “Use of Other Governmental Unit Contracts (Piggybacks),” of the Procurement Code, recommends authorizing a “piggyback” contract from Miami-Dade County Water and Sewer Department with Insituform Technologies, LLC, as the contract is active and was competitively solicited under an IFB.
