Title

A Resolution of the City Commission authorizing an amendment to the Fiscal Year 2025-2026 Annual Budget to recognize as revenue $103,340.00 and to appropriate $103,340.00 towards opioid and substance abuse education, treatment, prevention and other related programs and services, pursuant to the Florida opioid allocation and statewide response agreement.

 

Body

On May 11, 2021, the City Commission adopted Resolution No, 2021-80, authorizing the City to participate in the State of Florida Opioid Settlement, authorizing the City to enter into the Opioid Settlement Interlocal Agreement with Miami-Dade County which outlined provisions of the program including proper use of Opioid Settlement funds.

 

The provisions of this program provide for funds to be distributed over an 18-year period as part of a global settlement. Since inception of program, the City has received $103,340.00 in settlement funds. These funds, as well as future funds, will be split equally between the Police and Fire departments for use on acceptable programs per the guidelines.

 

The Police Department has identified an Operational Readiness Training Program equipping law enforcement teams with effective strategies and practical techniques for addressing Opioid Use Disorder (OUD). The program is administered by the University of Miami and will provide training to our officers on understanding OUD and co-occurring conditions, recognizing risk and responding to OUD, Best practices for field collaboration and real-world application and resource utilization.

 

The Fire Department has developed a program with its Community Response Team (CRT) to provide a Narcan Awareness and CPR Training Initiative.  The CRT will provide a structured 4-hour training program educating residents, students and schools on Narcan (Naloxone) administration and overdose awareness, hands-only CPR and AED familiarization, and basic emergency response preparedness.

 

An amendment to the Fiscal Year 2025-2026 Annual Budget is required to recognize the $103,340.00 of revenue received to date and appropriate funds for expenditures resulting from the programs listed above.  Furthermore, this authorizes recognizing the program revenue and appropriating it toward program expenditures for the funds received annually under this program settlement.
