Title

A Resolution of the City Commission accepting the recommendation to waive the competitive bid process of the Procurement Code and contract with Structural Preservation Systems for Parking Garage 4 structural repairs, located at 385 Andalusia Avenue, in an estimated amount of $789,741 or not to exceed the available budget, pursuant to Section 2-691 of the Procurement Code, titled "Special Procurements/Bid Waiver."

Body

The recent Structural Recertification inspection at Parking Garage 4, located at 385 Andalusia Avenue, identified structural deficiencies and repair items requiring corrective action to maintain the facility in a safe and serviceable condition. Structural Preservation Systems, a national firm, specializes in structural concrete restoration and related repairs of the type identified in the recertification report, and possesses the experience and technical expertise necessary to perform the work efficiently and in accordance with applicable industry standards.

 

This Bid Waiver is requested due to the anticipated increase in parking demand associated with the scheduled demolition of Parking Garage 1 as part of the Mobility Hub project. Following the closure and demolition of Parking Garage 1, Parking Garage 4 will become a critical component of the City's parking system. Accordingly, the repairs identified in the Structural Recertification Report must be completed before the anticipated increase in utilization.

 

It is in the best interest of the city to approve this bid waiver to expedite procurement and construction activities, minimize potential schedule impacts and ensure that Parking Garage 4 is available to support the increase parking needs while addressing the structural deficiencies identified in the recertification report. Given the specialized nature of the repairs and the compressed schedule, staff determined that Structural Preservation Systems is qualified to perform the work and can mobilize within the time frame necessary to meet the City's operational needs.

 

Pursuant to Section 2-691 of the Procurement Code, titled “Special Procurement/Bid Waiver,” the City Manager is authorizing a Bid Waiver to engage Structural Preservation Systems to perform the repairs described on the Structural Recertification Report in an amount not to exceed $789,741, or in an amount not to exceed the available budget.

Fiscal Impact

Expediting the award process to Structural Preservation Systems will enable the city to complete the repairs and renovations that will allow the facility to be safe and operational.  These repairs will also minimize the need for major repairs at this facility.
