It is recommended that the City Commission accept the recommendation of the City Manager pursuant to the Request for Proposal (RFP) No. 2008-03-13 to select Downtown Towing as the City’s towing service provider.
...Brief History
On March 14, 2008, the Procurement Division of Finance formally advertised, issued and distributed the Towing Services Request for Proposal (RFP) No. 2008-03-13 to twenty-six (26) potential bidders. On March 20, 2008, a mandatory pre-bid meeting was held with potential bidders.
On April 10, 2008, eight (8) responses were received of which two (2) were no bids; Downtown Towing, Freeway Transportation, Sunshine Towing, The Finest Towing, Haul-O-Way Towing, Southwest Transport, Inc. d/b/a Westbrook Motors. Apache Wrecker and Midtown Towing were no bids.
On April 17, 2008, the three member Selection Committee comprised of the Fire Chief, Police Chief and City Manager's office, completed their evaluation based on Equipment, Experience, Presentation, Pricing, and References/Background. The following summarizes their recommendation:

The Procurement Division’s review of the Selection Committee’s recommendation along with an analysis and comparison of the pricing components of each towing service resulted in a recommendation to conduct a Best and Final Offer.
The City Manager authorized the Procurement Supervisor to commence negotiations with the top three ranked towing operators. Downtown Towing, Haul-O-Way Towing and Westbrook Motors based on the Procurement Code Section 2-421 “Competitive Sealed Proposals”, Regulation R2-421.12.4 “Best and Final Offers”.
On April 21, 2008 the Procurement Division requested the “Best and Final Offer” (BAFO). On April 23, 2008 the Best and Final offers were analyzed and resulted in significant decreases in pricing on all categories and classes for both Police and Private towing rates. The Procurement Division concurs with the recommendations of the Selection Committee that Downtown Towing was found to be the most responsive and responsible bidder for this Request for Proposal.
