Congratulations to Officer Arturo Lujan, recipient of the City of Coral Gables “Officer of the Month Award,” for the month of September 2019.

I would like to respectfully nominate Officer A. Lujan for Officer of the Month of September 2019, for his efforts in making four arrests. Officer Lujan was aware that there had been approximately seven apartment building Grand Thefts and Vandalisms to coin operating machines. Officer Lujan took a proactive approach and conducted an area canvass. His area canvass revealed a Ring Video depicting the Subject involved in the crimes. With this information, Officer Lujan took the initiative and asked Lieutenant Hoff, for permission to patrol the area in an unmarked Vehicle.

 

On September 9, 2019, Officer Lujan observed a Subject matching the B.0.L.O., dressed in dark clothing, riding a bicycle without the proper lighting equipment. Officer Lujan stopped the Subject and conducted a records check. The records check revealed the Subject had an open Bench Warrant for Trespass After Warning and Disorderly Conduct. The Subject was subsequently arrested and transported to jail.

 

On September 10, 2019, Officer Lujan was again patrolling the same area and observed the vehicle that matched the B.O.L.O. Officer Lujan conducted surveillance for approximately one hour. Officer Lujan then observed the Subject who matched the B.0.L.O. description and wearing the same clothing as in the Ring Video, get into the Subject Vehicle.  Officer Lujan observed the Subject Vehicle operating with faulty equipment and an expired tag. Officer Lujan stopped the Subject and gave him an opportunity to dispel his alarm and concern for being in the area. Further investigation, revealed the Subject was indeed responsible for the crimes reported under Coral Gables Police Case 19-006171, 19-006153, 19-005882, 19-005729,

19-006327. The Subject was also involved in the same criminal activity in 2010.

 

On September 12, 2019, while assigned to a Burglary Task Force, Officer Lujan and Officer Justin Gonzalez, observed two Subjects Loitering in the area. Officer Lujan and Officer J. Gonzalez conducted static surveillance. The Subjects were eventually observed attempting to open door handles to numerous vehicles. Officer Lujan and Officer J. Gonzalez stopped the Subjects, who had property in their pockets and waistbands, which was stolen from other vehicle burglaries in the City of Coral Gables. Officer Lujan created a rapport with both Subjects and assisted Detective Taha in the Subject's interview.  Post Miranda, the Subjects confessed to the vehicle burglaries.

 

These incidents exemplify Officer Lujan's devotion to duty and he is motivated by the desire to serve his community.  Officer Lujan should be awarded Officer of the Month for September 2019.
