Resolution accepting the recommendation of the Chief Procurement Officer to award a contract for Medical Director Services to Frederick Keroff, M.D., through InPhyNet South Broward, Inc. d/b/a Team Health Southeast in the amount of $66,000 (sixty-six thousand dollars) per year pursuant to request for Proposals (RFP) 2010.06.24 and Section 2-828 of the Procurement Code for an initial three (3) year contract with an option to renew for one (1) additional two (2) year period.

Body

On June 1, 2010, the City opted to terminate the agreement for Emergency Medical Services (EMS) with Public Health Trust d/b/a Jackson Health System to explore cost-saving options for medical direction and oversight to the Coral Gables Fire Department

 

On June 24, 2010, the Procurement Division of Finance formally advertised a Request for Proposals (RFP) 2010.06.24 for Medical Director Services.  On July 8, 2010, a non-mandatory pre-proposal conference was held with three (3) prospective proposers in attendance of the twelve (12) who either downloaded the solicitation from the Procurement webpage or picked up the proposal from the Procurement Division of Finance. 

 

On July 29, 2010, three (3) proposals were submitted by John E. Braden, M.D., Medical Director, South Miami Hospital, William Kranichfeld, M.D., Director of Baptist Urgent Care North, and Frederick Keroff, M.D., District Medical Director of Emergency Services, Memorial Healthcare System through InPhyNet South Broward, Inc. d/b/a Team Health Southeast.  Joseph Scott, M.D submitted a statement of no bid.

 

On August 11, 2010, the Selection Committee completed their evaluation based on the following criteria: experience and qualifications, training experience/contributions to EMS, interview/presentation, professional affiliations, and history of affiliation with hospitals serving Coral Gables, support infrastructure, familiarity with radio communications and cost.   The Selection Committee ranked Frederick Keroff, M.D. as the most responsive responsible proposer. 

 

The new contract with Dr. Keroff, will save the City a total of $107,310 over sixteen (16) months, which was the time left on the contract with Jackson Health Systems.
