The purpose of this RFP is to establish a contract for Fire Plans Review Services with a qualified and licensed Fire Plans Reviewer to provide professional plan review services for the Fire Department. The Plans Reviewer will act as an independent contractor responsible for reviewing construction documents, plans, and specifications for compliance with applicable fire and life safety requirements.
On July 7, 2026, the Procurement Division of Finance formally advertised, issued, and distributed Fire Plan Review Services, Request for Proposals (RFP) 2026-023. Two hundred and eighty-nine (289) prospective proposers were notified of the RFP package from INFOR, the City’s web-based e-procurement system.
On August 10, 2026, three (3) firms responded to the RFP: C.A.P. Government, Inc., Cindy Taffel, and Fire Code Pro, Inc.
The responses were reviewed by the Procurement Division in order to determine responsiveness to the requirements of the RFP. During the responsiveness review, it was determined by Procurement, after consulting with the City Attorney’s Office that Cindy Taffel, was deemed nonresponsive based on her failure to provide the required pricing and inability to fulfill the scope of the RFP. The Procurement Division finalized its’ due diligence process and confirmed that C.A.P. Government, Inc, and Fire Code Pro, Inc. were deemed to be responsive to the requirements of the RFP and responsible proposers.
On September 22, 2026, the Evaluation Committee convened to evaluate the two (2) responsive and responsible proposals and ranked the firms in the following order of preference: Fire Code Pro, Inc. (first ranked), and C.A.P. Government, Inc. (second ranked). The Evaluation Committee determined that Fire Code Pro, Inc., was the highest ranked responsive-responsible proposer to provide the requested services.
The Committee further recommended that, if negotiations ail with Fire Code Pro, Inc., negotiations could be conducted with the next ranked firm, C.A.P. Government, Inc. until an Agreement satisfactory to the City is achieved.
The Chief Procurement Officer recommends accepting the Evaluation Committee’s recommendation to award and negotiate an agreement with Fire Code Pro, Inc. for RFP 2026-023 Fire Plan Review Services for an initial period of three (3) years with the option to renew for two (2) additional one (1) year period in an amount not to exceed the available budget or utilize an alternate method to negotiate a contract that is satisfactory to the City.
