Title

A Resolution of the City Commission accepting the recommendation of the Chief Procurement Officer to award Landscape Services US 1 Median to Brightview Landscape Services, Inc., the lowest responsive and responsible bidder, pursuant to Invitation For Bids (IFB) 2025-001 and Section 2-763 of the City’s Procurement Code entitled “Contract Award”.

 

 

Body

The purpose of this IFB is to contract with a qualified and experienced bidder for the purchase and installation of landscape material along the medians of US1 between Red Road and Grand Ave. This includes site preparation, planting, and ensuring that the landscape features are properly installed. All work will follow traffic control rules as required.

 

On January 31, 2025, the Procurement Division of Finance formally advertised, issued and distributed IFB 2025-001 Landscape Services - US1 Medians. One hundred and thirty-four (134) prospective bidders were notified through INFOR, the City’s web-based e-Procurement system.

 

Four (4) bids were received on March 7, 2025, in response to the IFB: Brightview Landscape Service, Inc., Margarita’s Gardens, Inc., SFM Landscape Services, LLC, and Superior Landscaping & Lawn Service, Inc.

 

The responses were reviewed by the Procurement Division to determine responsiveness to the requirements of the IFB and to identify the lowest priced bidder. The Procurement Division finalized its’ due diligence process and confirmed that Brightview Landscape Services, Inc., is both responsive to the requirements of the IFB and a responsible bidder.

 

The Public Works Department concurs with the Chief Procurement Officer’s recommendation to award Landscape Services US1 Medians contract to Brightview Landscape Services, Inc., in the total amount of $294,163.36.

 

Section 2-585 of the Procurement Code, entitled “Authority” authorizes the City Manager to delegate authority to the Chief Procurement Officer to administer and make recommendations on contract awards.
