Title

A Resolution of the City Commission accepting the recommendation of the Chief Procurement Officer to award HG Construction Development & Investment, Inc. as the sole responsive and responsible bidders for Transit Stop Improvements for Last Mile pursuant to Section 2-763 of the Procurement Code entitled “Contract Award” and Invitation for Bids (IFB) 2024-004.

Body

The purpose of this IFB is to contract with a qualified and licensed general contractor to implement the project’s proposed improvements to the City’s trolley stop facilities along Ponce de Leon Blvd from south of San Lorenzo Avenue to northeast of Douglas Road. The proposed trolley stops’ features include but are not limited to: City standard trolley signs, benches, trash receptacles, shaded facilities (shelters), and bike racks.

                     

On March 18, 2024, the Procurement Division of Finance formally advertised, issued and distributed IFB 2024-004 Transit Stop Improvements for Last Mile. One Hundred Twelve (112) prospective bidders were notified through INFOR, the City’s web-based e-Procurement system.

 

On May 21, 2024, two (2) bids were received including one (1) no bid in response to the IFB: HG Construction Development & Investment, Inc., and Quality Home Servicing LLC.

 

The response was reviewed by the Procurement Division in order to determine responsiveness to the requirements of the IFB. The Procurement Division finalized its’ due diligence process and confirmed that HG Construction Development & Investment, Inc., was responsive to the requirements of the IFB and is a responsible firm.

 

The Public Works Department concurs with the Chief Procurement Officer’s recommendation to award HG Construction Development & Investment, Inc. as the sole responsive and responsible bidder for Transit Stop Improvements for Last Mile Project, in an amount not to exceed the available budget.

 

Section 2-585 of the Procurement Code, entitled “Authority” authorizes the City Manager to delegate authority to the Chief Procurement Officer to administer and make recommendations on contract awards.
