Body
Ingraham Park is located at 4751 West Ingraham Terrace in Coral Gables, Florida and is approximately 2.24 acres.  The project consists of landscape and hardscape beautification involving construction work, site furniture, exercise equipment, a fountain, tree relocation, new landscaping, electrical work and irrigation.  Tiziano Park is located at the intersection of Old Cutler Road and Tiziano Avenue, Coral Gables, Florida and is approximately 4000 S.F.  The work consists of landscape and irrigation improvements.   Both projects were submitted to and approved by the Landscape Beautification Advisory Board and Parks and Recreation Advisory Board.
 
On November 20, 2012, the Procurement Division formally advertised, issued and distributed the Ingraham Park and Tiziano Park Improvement Invitation for Bid (IFB) 2012.11.21.  The Bid Notice was distributed to over forty-two (42) firms.  On December 5, 2012, a non-mandatory pre-bid conference was held with eighteen prospective bidders attending.
 
On December 21, 2012, bid responses were submitted by the following: Lego Construction Company, Cityworks Construction, LLC, Lunacon Construction Group, Corp., Carivon Construction Company, JCM Development Group, Inc., Lee Construction Group, Inc., V Engineering & Consulting Corp., TC&F Builders Corp., FHP Tectonics Corp.,  R&G Engineering, Inc.,  Florida Construction & Engineering, Inc., ABC Construction, Inc., Caribe Utilities of Florida, Inc., Construct Group Corp., Metro Express, Inc., West Construction, Inc. and Edgewater Construction Group, Inc.  A statement of no bid from MBR Construction, Inc.  The lowest responsive, responsible bid for Ingraham Park and Tiziano Park Improvement Project was submitted by Caribe Utilities of Florida, Inc. with a total bid of $1,027,945.60.
                              
AECOM, the consulting engineering firm for the project, and the Public Works Department, concur with the recommendation of the Chief Procurement Officer to award Caribe Utilities of Florida, Inc., the Ingraham Park and Tiziano Park Improvement Project.
 
A budget amendment to the Fiscal Year 2012-2013 Annual Budget is required to recognize as revenue a $746,620 transfer from Capital Improvement Fund reserves and appropriate such funds to put toward the cost of the project.
