A Resolution of the City Commission accepting the recommendation of the Chief Procurement Officer to award the Granada Golf Course Rain Shelter Construction to PF Management and Construction, LLC, the most responsive and responsible bidder in the estimated amount of $541,841.21 and not to exceed budgeted funds, pursuant to Section 2-763 of the Procurement Code entitled “Contract Award” and Invitation for Bid (IFB) 2026-008.

The purpose of this Invitation for Bids is to establish a contract with a successful bidder for the demolition and construction of nine (9) rain shelters located throughout the Granada Golf Course.
On March 6, 2026, the Procurement Division of Finance formally advertised, issued and distributed IFB 2026-008 Granada Golf Course Rain Shelter Construction. One hundred and ninety-one (191) prospective bidders were notified through INFOR, the City’s web-based e-procurement system.
On April 21, 2026, eight (8) firms submitted bids in response to the IFB: Carivon Construction Company, Florida Palm Construction, Inc., Gavarrete, Inc., HG Construction Development & Investment, Inc., LEE Construction Group, Inc., Lunacon Construction Group Corp., PF Management & Construction, and Symmetry Construction Group Corp. One (1) no bid was received from Benchmark Construction Group, Inc.
The responses were reviewed by the Procurement Division to determine responsiveness to the requirements of the IFB. Florida Palm Construction, Inc., was determined to be the lowest responsive, responsible bidder. However, following the issuance of the award recommendation on May 22, 2026, Florida Palm Construction, Inc. withdrew its bid, citing its inability to comply with project phasing requirements.
The Procurement Division then proceeded to evaluate the next lowest, bidder to determine responsiveness to the requirements of the IFB. Once this step was completed, the Public Works Department conducted an evaluation of the submittal identified by Procurement and found the bid to be in conformance with the City’s bid requirements. The Procurement Division finalized its’ due diligence process and confirmed that PF Management and Construction, LLC, is both responsive to the requirements of the IFB and a responsible firm. The Public Works Department concurs with the Chief Procurement Officer’s recommendation to award PF Management and Construction, LLC, in a total estimated amount of $541,841.21 or in an amount not to exceed the available budget.
